savings 7382278 1280In spring 2023, two important training sessions took place for the staff of the Energy Management Office and representatives from various departments of the Bydgoszcz Municipality. The primary focus of these sessions was on the recent amendments to energy law and the certification of buildings for energy efficiency. The aim of the training was to equip participants with the knowledge necessary for the efficient use of electricity in public buildings, aligning with the new law enacted in October 2022.

 Amendments to the Energy Law

The initial training, held on June 2, 2023, concentrated on addressing amendments to the energy law. Nine representatives from the city attended, comprising six staff members from the Energy Management Office and three from different departments. Practical aspects of the law were explored, encompassing topics such as electricity off-take, energy charges, energy efficiency, building energy management, RES installation, financing energy efficiency investments, and illustrations of EPC projects tailored for municipalities.

Energy Certification of Buildings

The second training course, conducted from April 21 to May 7, 2023, emphasized the energy certification of buildings. This topic holds particular relevance as it involves the assessment and classification of the energy efficiency of buildings, aligning with the initiative to reduce electricity consumption in public buildings.

Purpose of Training and Background of the Act

The aim of the training was to familiarise participants with the requirements of the 7 October 2022 Act to reduce electricity consumption by 10% in public buildings in 2023. This Act introduced significant changes to motivate the public sector to use electricity more efficiently.

In the context of the Act's requirements, managers of public sector units are required to achieve a 10% reduction in electricity consumption compared to the 2018-2019 average. These outlined targets pose a challenge that demands genuine commitment and effective action.

The training sessions included a detailed examination of the Act and its practical aspects. Topics covered included electricity consumers, energy charges, energy efficiency, building energy management, installations of renewable energy sources (RES), financing for energy efficiency investments, and illustrations of Energy Performance Contracting (EPC) projects tailored for local authorities.

The training was designed for managers of public finance sector units, including mayors, presidents, treasurers of territorial self-government units, and other people engaged in public finance management. For this diverse group of participants, the training courses offer valuable knowledge and tools to address the requirements of the Act and implement measures to reduce electricity consumption in public buildings.

Summary

Training on the efficient use of electricity in public buildings represents a pivotal step toward achieving energy reduction targets. Participants acquired valuable knowledge and tools enabling them to effectively implement changes in their units, thereby contributing to the realisation of their energy efficiency goals. As part of the project, additional training courses are planned for the future to reinforce and sustain efforts toward the sustainable and efficient use of electricity.
